I just had my daughter make one for me. You can easily get HTML codes for free online. If you have your idea for your logo and are able to do it yourself, that is definitely the cheapest way to go.
Also, there is a blog that I LOVE!!! They have Techy Tips Tuesdays. So awesome! http://www.twosasters.com/search/label/techy%20tips
I think they also do design, but I don't know their prices.
