The old way: Share the prompt, give a week to write, then a week to link up.
The new way: Share the prompt in the same thread as the weekly link up, give a week to write and link up.

I think doing the prompt and weekly linky in the same post is good. Then if you finish early, you can link up before forgetting to do so :)
The only thing would be remembering to comment you linked up so people know via email
For the second question: I think giving one prompt for all would be fine. Most things you can write either way...with the exception of a list of words. Might be tricky fitting into a non-fiction/blog prompt :)
